The empty quadriga likely alludes to Lucius Vitellius' actions against the Parthians, although no decree granting him the signa triumphalia is known. The future emperor's father had been sent by Tiberius to Syria as legate Augusti pro praetore, since the Parthian king Artabanus III had installed his son Arsaces in Armenia. Lucius Vitellius was enormously successful; not only did he succeed in installing a king in Armenia by favor of Rome, but also in installing a new king in Parthia itself. Artabanus III was forced to flee to the Scythians.
