Cross potent set upon three steps.MIB 1; DOC 1f; Sear 1360.Tiberius III, called Apsimar, was a late Roman usurper of probably Germanic origin who rose to power with the support of the mutinous army against Emperor Leontius. Similar to Phocas, his rise was a classic military enthronement, with the support of the Green faction of Constantinople, enemies of the Blue and critics of Leontius' rule. Despite limited documentation, it is known that Tiberius III maintained a continuity line policy with the Heraclian dynasty, although he did not belong to it, and showed military efficiency. He initiated a counteroffensive in Syria and Asia Minor, achieving moderate successes against the Arabs and initiating a new offensive strategy. In Africa, he adopted a pragmatic strategy: contacts with the Berbers and consolidation of the remaining Byzantine positions, delaying the Arab advance toward Spain for years. The fall of Carthage led to the creation of new “themes” (military provinces): Sicily, Sardinia and probably Calabria, inspired by the eastern administrative model. Sicily became a strategic center, while Sardinia, too isolated, remained vulnerable. In 701 Tiberius III appointed Theophylact as the new exarch of Italy. His arrival was marked by instability: local armies mutinied and besieged Rome, fearing new imperial interference. Pope John VI managed to calm the situation, but Byzantine rule in Italy was evidently fragile. The Lombards of Benevento took advantage of this and in 702 conquered Sora, Arpino and Arce, threatening Rome. Justinian II, the deposed emperor, fled from confinement and found refuge with the Kazari, marrying the Khan's sister (baptized Theodora). After a failed extradition attempt by Tiberius III, he took refuge with the Bulgarians, promising the Khan Tervel entry to Constantinople and the title “Caesar of the Romans.” In 705, Justinian II returned with a Bulgarian-Slavic army. With the help of loyalists, he managed to enter the city via an abandoned aqueduct as Tiberius fled. Tiberius III was captured in Bithynia. Taken to Constantinople, he was executed at the hippodrome together with Leontius in front of the crowd. The episode marked the beginning of a harsh purge by Justinian II, who returned to power. The reign of Tiberius III, although born of usurpation, was distinguished by military and administrative competence. He was able to continue the Heraclian legacy in a very difficult context, but was overwhelmed by the charismatic return of Justinian II, who with external alliances and internal support regained the empire.
